Armand A. Marois, PLS | President
Mr. Marois has been employed by BHA Inc. in Carlsbad since 1985. He is the company’s Principal Surveyor overseeing surveying and mapping projects. In the past he has served as the President of CLSA, CLSA Education Foundation Chairman, NSPS Governor for California and Director-at-Large for NSPS, currently he serves as a trustee on the NSPS Foundation and NSPS Director for California. Mr. Marois has been a member of CLSA since 1988 and is licensed in California and Arizona.
Rafi Hanna, PLS | Vice President
Mr. Hanna is a Licensed Professional Land Surveyor in the State of California with over 30 years of experience in land surveying and civil engineering. He manages survey projects and leads teams to deliver mapping exhibits and client deliverables on schedule and within budget. His expertise includes preparing estimates, proposals, and technical plans; directing project execution; and reviewing and sealing documents within licensed jurisdictions. Mr. Hanna is experienced in preparing and reviewing legal descriptions and plats for easements, dedications, and boundary matters, as well as survey analysis and adjustments. He is proficient in AutoCAD, Civil 3D, and Trimble Business Center.
Jason Burak, PLS | Treasurer
Mr. Burak is a Professional Land Surveyor (LS 9938) with the San Diego County Water Authority, bringing extensive public sector experience to his role. He previously served as a Land Surveying Assistant with the City of San Diego, where he developed a strong foundation in municipal surveying practices. Mr. Burak is an active leader in the profession, serving as Treasurer of the California Land Surveyors Association San Diego Chapter for the 2025 and 2026 terms. He holds a Bachelor of Arts in Methods of Geographical Analysis from San Diego State University and completed the Surveying Program at Cuyamaca College.
Parker Phillips, LSIT | Secretary
Mr. Phillips is on a mission to connect his generation of young surveyors with the stories, challenges, triumphs, and mentors who blazed the trail in the land surveying profession in California. After graduating from Arizona State University with a Bachelor of Science in Sustainability, Mr. Phillips received an offer to work with Hunsaker & Associates San Diego, Inc. in his hometown. After six months, he found his niche in the survey mapping world, where he combines his love of maps with his analytical skills to solve challenges. He is on a path to professional licensure and received his LSIT certification in June of 2025.
